Business Technology Integrators (BTI) is looking for a mid-to-senior level Solutions Architect to join our corporate Business Development Team located in Upper Marlboro, MD.
The primary focus of this position will be supporting new business pursuits and contract growth by providing innovative solutions to complex technical challenges.
The Solutions Architect will be called upon to help current and future customers solve their more demanding challenges via technology, modernization, and transformation processes, utilizing proven methods and solutions. '
You will become an integral member of the BTI Business Development Team and assist in the research and development of innovative and differentiated BTI solutions to be delivered on programs, in proposals, and various other projects. Summary:
One of the most crucial phases in the federal business development lifecycle is Capture. The Business Development (BD) Capture Manager identifies and qualifies opportunities, while our Proposal Manager is responsible for preparing the proposal response.
During capture, BTI focuses on strategy development; blending our BD team's understanding of the customer (their operating environment, pain points, ideal end state), and our Capture Manager maps that intelligence into our proposal's technical, management, and pricing approaches. Capture Manager will ensure a pursuit team stays on track and focuses on content development that will improve our chances of winning.
To be successful, we are looking for a Capture Manager who has experience in marketing, corporate strategy, proposal development, an understanding of innovative technologies, financials, pricing strategies, contracts, project management, human resources, and anything else required for the bid.

· Serve in a client facing role and interact with customers in all phases of the implementation lifecycle in the delivery of HR reports, dashboards, and analytics
· Collaborate with functional and technical teams within an Oracle Fusion HCM project implementation
o Gather and assess customer requirements, design, configure and/or develop, test, and deploy

· In lieu of PeopleSoft or Oracle HCM Cloud experience, a motivated self-starter who is willing to learn Oracle SaaS applications
· Flexibility to work on-premises and with cloud-based tools and applications
Qualifications
· Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required
· Fourteen (14) years’ relevant experience in programs and contracts of similar scope, type, and complexity is required; Five (5) years of additional SE experience may be substituted for a bachelor’s degree
· Strong analytical and critical thinking skills
· Knowledge in HR business processes and data flows preferred
· Technical knowledge on Fast Formulas for different Oracle HCM modules and personalization preferred
· Good knowledge in OTBI, BI Publisher, HCM extracts, and HDL preferred

· Facilitate the incremental migration of existing Agency Human Capital Management (HCM) data from the PeopleSoft HCM system to the new Cloud HCM environment.
o Develop and support modifications/extensions to the project's source data extraction, source data error identification, and source data transformation processes
o Support loading data, monitoring progress, and reporting errors.
o Support, compile, and summarize identified data issues and proposed fixes to the Maryland Program Office (MPO) for review and decision on resolution.
o Correct data ingest/validation issues.
· Take a structured approach to decompose, identify, and define data handling solutions to meet role-based access control (RBAC) and attribute-based access control (ABAC) requirements through a variety of tools and techniques.
o Address client data tagging and Enterprise Data Header (EDH) requirements enabling the existing data model to be extended to capture information such as classification, sensitivity tags, and controls at the element level.
o Use the Cloud HCM data disposal tool to perform data deletion and purging.
o Support data governance using the Cloud HCM single authority data source to the element level and controls.
o Provide a publicly accessible data dictionary with element level conformal definitions that are continuously maintained; providing and capturing all additional client required elements during implementation.
o Move historical data from the legacy HCM system to a Database as a Service (DBaaS) Virtual Machine (VM) instance.
o Use Cloud HCM to manage data quality by leveraging build edits and a rules engine for data entry to control data as it is entered, and through workflows.
o Implement Mass Personnel Action Processing (PAR) corrections using automated methods to correct data.
o Provides support to client Master Data Management (MDM) initiatives through data models, data controls, integration capabilities.

Inside Plant (ISP)
The Cable Installer (Master) shall be responsible for the Inside Plant (ISP) as defined as all distribution and connectivity internal to a facility. Maintenance responsibilities include design, inspection, installation, repair, expansion, and maintenance of ISP systems to include pathways and spaces, entrance facilities, telecommunications rooms, telecommunications rack/cabinet/enclosure installation, wall and floor penetrations, fire stopping, grounding, and bonding, backbone distribution, speaker wire, copper, and fiber optic horizontal distribution. All ISP systems will be managed and serviced in compliance with the applicable codes, standards, and best practices.
The Cable Installer (Master) shall, as required by each task order, design, install, and configure the components for inside plant (e.g., grounding and bonding, equipment racks/cabinets/enclosures, fiber optic distribution panels, equipment, internal cabling, comm. closet management, etc.).
The Cable Installer (Master) shall install and test cable and components IAW applicable codes, standards, and best practices, unless superseded by a Government approved instruction indicated within the task order. Electrical and communications cable, conduits, and circuits shall be installed IAW the National fire Protection Association (NFPA) 70 National Electric Code (NEC), applicable American Standards Institute (ANSI)/Telecommunications Industry Association (TIA) standards and Building Industry Consulting Service International (BICSI) Telecommunications Distribution Methods Manual (TDMM) and IT Systems Installation 467 Methods Manual (ITSIMM).
The Cable Installer (Master) shall perform acceptance, and quality assurance technical inspection duties and will assist in development of local communications quality control checklists for evaluation and acceptance of newly installed ISP systems as defined by most current National Fire Protection Association (NFPA) codes, ANSI/TIA standards, BICSI ITSIMM, BICSI TDMM, and published Air Force guidance.
Outside Plant (OSP)
The Cable Installer (Master) shall survey subterranean spaces for compliance with established standards and make corrections as directed by the Government. The Cable Installer (Master) shall clean spaces and inspect for any damage. The Cable Installer (Master) shall report structural damage to the Government in writing of inspection results.
The Cable Installer (Master) shall record and provide documentation for cable routing in underground systems to the Government. Records will be made on government-provided documentation sheets. The Cable Installer (Master) shall be available 24/7/365 within 2 hours to meet with the COR on site.
Qualifications:
Individual(s) with 5+ years of experience in maintenance or installation management and 5+ years of experience installing and repairing Communications focused Low Voltage Cabling Systems, to include Category Premise Cabling troubleshooting and repair, outside plant copper telephone cable troubleshooting and repair, and Fiber Optic cable troubleshooting and repair, must have working knowledge of ANSI/TIA standards, Must have active BICSI Installer Level 2 Copper IN225, BICSI installer Level 2 Fiber IN250 BICSI Technician TE 350 certifications required.
Have an active Secret Security Clearance or be able to obtain one.
The effort will focus on a wide range of IT services through migration to the Intelligence Community (IC) information sharing, secure cloud-based operational environment, the Intelligence Community’s Information Technology Enterprise (ICITE) along with an array of technical expertise and analytical support which allows DOE and the United States Intelligence Community (USIC) to detect, protect, mitigate, and counter hostile threats directed against DOE networks and critical national assets.
