Open Positions

The Program Manager (PM) for IT Operations is responsible for overseeing enterprise IT operations, including application support, infrastructure services, cybersecurity coordination, and service delivery performance aligned with mission objectives.


The PM serves as the primary interface with government stakeholders, ensuring contract compliance, operational excellence, and mission readiness across classified and unclassified environments.


Key Responsibilities

Program Leadership & Governance

  • Provide overall leadership, direction, and management of the IT Operations program.
  • Serve as the primary point of contact for Contracting Officer Representative      (COR) and senior government leadership.
  • Ensure program alignment with strategic goals, mission priorities, and DoD IT policies.
  • Oversee program execution across scope, schedule, budget, and performance metrics.

IT Operations Management

  • Manage end-to-end IT operations supporting mission applications in cloud,      on-premises, and hybrid environments.
  • Oversee:      
    • Application maintenance and sustainment
    • Infrastructure operations (servers, storage, networks)
    • Service desk and end-user support
    • Release and deployment services
  • Ensure compliance with ITIL-based service management processes (Incident, Problem, Change, Configuration, and Release Management).

Cybersecurity & Compliance

  • Ensure all operations meet cybersecurity requirements, including: 
    • RMF (Risk Management Framework)
    • STIG compliance
    • Continuous Monitoring (ConMon)
  • Coordinate with cybersecurity teams to maintain system authorization and      accreditation (ATO).
  • Enforce data protection and information assurance standards across classified systems.

Staff & Resource Management

  • Lead and manage a multidisciplinary team of IT professionals (engineers,      analysts, developers, cybersecurity specialists).
  • Plan workforce requirements, staffing, and resource allocation.
  • Provide performance management, mentoring, and professional development.

Service Delivery & Performance Management

  • Establish and monitor Service Level Agreements (SLAs) and Key Performance  ndicators (KPIs).
  • Implement continuous service improvement initiatives to enhance operational efficiency and user satisfaction.
  • Maintain operational dashboards and reporting for Government review.

Financial & Contract Management

  • Manage program budgets, cost control, and financial forecasting.
  • Ensure compliance with contract terms, deliverables, and reporting requirements.
  • Support contract modifications, option year execution, and RFI/RFP responses.

Stakeholder Engagement

  • Communicate effectively with leadership, mission partners, and external stakeholders.
  • Lead governance meetings, status briefings, and executive reviews.
  • Translate technical issues into mission impacts for senior decision-makers.

Required Qualifications

Education

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, or related field (Master’s preferred).

Experience

  • 10+ years of experience in IT operations or enterprise IT services.
  • 5+ years of experience managing large-scale federal or DoD IT programs.
  • Proven experience supporting classified environments and mission applications.
  • Experience with ITIL frameworks and service delivery models.

Certifications

  • PMP (Project Management Professional) required (or equivalent).
  • ITIL Foundation (or higher) required.
  • Security certification (e.g., Security+, CISSP) preferred.

Security Clearance

  • Active Top Secret/SCI clearance required (with SCI eligibility maintained)


The Lead Cloud Architect will serve as the senior technical authority responsible for designing, implementing, and governing enterprise cloud solutions. This role ensures secure, scalable, and resilient cloud architectures aligned with DoD and Intelligence Community (IC) standards.


The candidate will lead cloud strategy, migration, and operations across multi-cloud and hybrid environments while ensuring mission assurance, cybersecurity compliance, and performance optimization.


Key Responsibilities

Cloud Architecture & Strategy

  • Develop and maintain enterprise cloud architecture frameworks for mission systems.
  • Lead cloud transformation and modernization initiatives (legacy to      cloud-native).
  • Design solutions across multi-cloud environments (AWS, Azure, IC GovCloud regions).
  • Establish reference architectures, design patterns, and best practices.

Technical Leadership

  • Serve as technical lead and subject matter expert (SME) for all      cloud-related activities.
  • Provide guidance to engineering, DevSecOps, and application teams.
  • Lead architecture reviews, design approvals, and solution governance boards.
  • Interface with government stakeholders, program managers, and mission owners.

Cloud Engineering & Implementation

  • Design and oversee implementation of: 
    • Infrastructure-as-Code (IaC) solutions (Terraform, CloudFormation, ARM/Bicep)
    • Containerized workloads (Kubernetes, OpenShift, Docker)
    • Serverless and microservices architectures
  • Ensure high availability, disaster recovery, and performance optimization.

Cybersecurity & Compliance

  • Ensure compliance with: 
    • DoD Cloud Computing Security Requirements Guide (SRG)
    • ICD 503 / NIST RMF
    • Zero Trust Architecture (ZTA) principles
  • Integrate security into cloud design (DevSecOps, continuous ATO).
  • Oversee identity and access management (ICAM) and encryption strategies.

DevSecOps & Automation

  • Promote CI/CD pipeline adoption and automation across environments.
  • Implement secure DevOps practices using tools such as: 
    • Jenkins, GitLab CI/CD, Azure DevOps
  • Enable automated testing, deployment, and monitoring.

Operations & Optimization

  • Provide oversight for cloud operations, cost management, and performance tuning.
  • Implement monitoring and observability solutions (e.g., CloudWatch, Azure Monitor, ELK).
  • Optimize workloads for efficiency, reliability, and mission impact.

Required Qualifications

  • Education: Bachelor’s degree in Computer Science, Engineering, or related field Master’s preferred).
  • Experience: 
    • 10+ years of IT experience
    • 5+ years in cloud architecture roles
    • Experience supporting DoD or Intelligence Community programs


The Senior Security Engineer will be responsible for designing, implementing, and maintaining cybersecurity solutions to protect mission applications and IT infrastructure. This role ensures compliance with DoD and Intelligence Community (IC) security requirements while enabling operational effectiveness through secure system engineering and continuous monitoring.


The candidate will act as a key contributor to cybersecurity architecture, Risk Management Framework (RMF) compliance, and DevSecOps integration within highly classified environments.


Key Responsibilities

Cybersecurity Engineering

  • Design, implement, and maintain security controls for mission systems across cloud and on-prem environments.
  • Engineer solutions for network, endpoint, application, and data protection.
  • Support secure system architecture aligned with DoD and IC directives.

RMF & Compliance

  • Lead and support Risk Management Framework (RMF) activities: 
    • System categorization, control selection, implementation, assessment, and authorization
  • Ensure compliance with: 
    • NIST SP 800-53
    • ICD 503
    • DoD Cloud SRG
  • Develop and maintain security documentation (SSPs, POA&Ms, SARs).

Security Assessment & Authorization

  • Coordinate with Authorizing Officials (AOs), ISSOs, and ISSMs.
  • Conduct and support: 
    • Security control assessments
    • Vulnerability assessments and penetration testing remediation
  • Support continuous ATO (cATO) processes.

DevSecOps Integration

  • Integrate security controls into CI/CD pipelines.
  • Implement automated security scanning tools: 
    • SAST, DAST, container scanning, IaC security
  • Support secure software development lifecycle (SSDLC) practices.

Vulnerability Management

  • Monitor and remediate vulnerabilities using tools such as: 
    • ACAS, Nessus, SCAP tools
  • Analyze findings and prioritize mitigation strategies.
  • Maintain compliance with vulnerability remediation timelines.

Identity & Access Management (IAM)

  • Implement ICAM solutions supporting: 
    • Role-Based Access Control (RBAC)
    • Privileged Access Management (PAM)
  • Support multi-factor authentication (MFA) and Zero Trust principles.

Incident Response & Monitoring

  • Support security incident detection, analysis, and response.
  • Work with Security Operations Center (SOC) teams.
  • Implement and maintain monitoring tools (e.g., SIEM solutions like Splunk, ELK).

Required Qualifications

  • Education: Bachelor’s degree in Cybersecurity, Computer Science, or related field.
  • Experience: 
    • 8+ years in cybersecurity engineering or related roles
    • Experience  supporting DoD or IC environments
  • Strong understanding of system security engineering principles.

Security Clearance

  • Active Top Secret (TS) clearance required
  • SCI eligibility required (TS/SCI preferred)


The Agile/DevOps Lead will oversee the adoption, implementation, and optimization of Agile methodologies and DevSecOps practices supporting mission applications. This role is responsible for driving continuous integration and delivery, improving development velocity, and ensuring secure, reliable, and scalable deployment pipelines within classified environments.


The candidate may serve as both a process leader and technical authority, bridging development, operations, and security teams to deliver mission-critical capabilities efficiently and securely.


Key Responsibilities

Agile Leadership & Transformation

  • Lead Agile adoption across multiple teams (Scrum, Kanban, SAFe as applicable).
  • Coach teams, Scrum Masters, and Product Owners on Agile best practices.
  • Facilitate Agile ceremonies: 
    • Sprint planning, daily stand-ups, retrospectives, backlog grooming
  • Establish and track Agile metrics (velocity, burn-down/up charts, cycle time).

DevOps Strategy & Implementation

  • Define and implement DevOps strategy across mission applications.
  • Establish and maintain CI/CD pipelines supporting automated build, test, and deployment.
  • Drive automation of development and operational processes.
  • Promote a culture of continuous improvement and rapid delivery.

DevSecOps Integration

  • Integrate security into DevOps pipelines to achieve DevSecOps maturity.
  • Implement automated security testing: 
    • SAST, DAST, container image scanning, dependency scanning
  • Ensure compliance with DoD and IC cybersecurity requirements.

Toolchain Management

  • Manage and optimize DevOps toolchains, such as: 
    • Git/GitLab, Bitbucket
    • Jenkins, GitLab CI/CD, Azure DevOps
    • Nexus/Artifactory
  • Ensure proper configuration, integration, and governance of tools.

Cloud & Infrastructure Integration

  • Work closely with Cloud Architects and Engineers to: 
    • Enable Infrastructure-as-Code (IaC) deployments
    • Support cloud-native application development
  • Integrate pipelines with cloud platforms (AWS, Azure GovCloud).

Collaboration & Stakeholder Engagement

  • Serve as liaison between development, operations, security, and government stakeholders.
  • Provide regular status updates, performance metrics, and improvement plans.
  • Support program management in delivery planning and risk mitigation.

Release & Configuration Management

  • Oversee release management processes and environment promotion strategies.
  • Ensure configuration management and version control best practices are followed.
  • Maintain audit trails and system traceability.

Required Qualifications

  • Education: Bachelor’s degree in Computer Science, Engineering, or related field.
  • Experience: 
    • 8+ years of IT experience
    • 5+ years leading Agile and/or DevOps initiatives
    • Experience supporting DoD or Intelligence Community programs
  • Proven track record of implementing Agile at scale and DevOps transformation.

  • Organizing a complete proposal schedule for the initial submission, oral      presentations, questions and answers discussions, amendments or changes, modifications

  • 5-7 years in developing and writing Shipley Framework Proposals 
  • 5-7 years of combined experience in Capture and Proposal Management

  • Demonstrated experience as a Technical Writer or 5 years' experience as an IT Project Manager

Job Description Summary

We are seeking a skilled Cable Installer to support the Department of Energy’s Network Operations Division. This role is mission‑critical and involves installing, maintaining, and troubleshooting a wide range of cabling infrastructure in accordance with DOE/NR policies, directives, and operational standards.


Key Responsibilities

Cable Installation & Maintenance

  • Install, maintain, and repair CAT6, telephone, coaxial, and fiber‑optic cabling.
  • Support both vertical and horizontal cable runs to the desktop.
  • Replace or repair defective components including fiber cables, connectors, and related hardware.
  • Manage, troubleshoot, and maintain all equipment associated with cabling infrastructure.

Technical Diagnostics

  • Diagnose and resolve signal transmission issues across multiple cable types.
  • Utilize specialized tools, test equipment, ground power, and pressure equipment to ensure system integrity.
  • Document findings, prepare technical reports, and communicate results to technical staff and management.

Compliance & Operational Support

  • Provide mission‑critical support to ensure effective execution of Network      Operations Division programs.
  • Follow all applicable DOE laws, regulations, orders, guidelines, and directives.
  • Adapt to evolving deliverables, performance standards, and timelines as directed by DOE.

Training & Qualification

  • Maintain all required certifications and qualifications relevant to assigned tasks.
  • Complete periodic refresher and annual training as required by the Contracting Officer and Network Operations Manager.

Required Qualifications

  • Experience installing and maintaining CAT6, coaxial, and fiber‑optic cabling.

Our position requires extensive international travel to various US embassies and consulates around the world providing Wi-Fi Survey and Wi-Fi Installation services, including:

  • Overseeing, monitoring, and responding to complex hardware, software, and network problems using a variety of hardware and software testing tools and techniques. 
  • Providing a primary interface with contractor’s technical support groups or provides internal analysis and support to ensure appropriate notification during outages or periods of degraded system performance. 
  • Providing LAN server support. Requires extensive knowledge of PC/LAN communications hardware and software in multi-protocol environment and network management software. 
  • May function as task lead providing guidance and training for less experienced technicians.
  • Active Security Clearance is required.
  • RCCD and/or BICSI Certifications preferred, but not required.

  • Locating and diagnosing signal transmission defects using various test equipment and visual inspection. 
  • Using tools and related test equipment, ground power equipment, and pressure equipment. 
  • Prepares necessary reports. Communicates directly with technical and management personnel.

Min Education: High school 

Min Experience: 6
 

RCCD and/or BICSI Certifications preferred, but not required.

Active Security Clearance required.
