 Business Technology Integrators (BTI), A Service Disabled Veteran Owned Small Business with over 25 years of experience delivering innovative IT Solutions to the Federal Government, is seeking a Program Manager in support of HUD OIG (Business Operations Support Services) in Washington DC
 

Position Overview

The Program Manager (PM) will serve as the U.S. Department of Housing and Urban Development (HUD) Office of Inspector General (OIG) Business Operations Support Services (BOSS) program’s single point-of-contact for the Government. The PM will provide technical supervision, strategic direction, and managerial oversight for all personnel assigned, ensuring alignment with HUD OIG mission objectives.
 

The PM will oversee BOSS operations centers-related projects and manage a portfolio of initiatives in a high-visibility, mission-critical environment. This includes responsibility for cost, schedule, performance, risk mitigation, and quality control.


Responsibilities:

  • Serve as the primary liaison between HUD OIG and Contractor leadership for all contractual and technical matters.
  • Provide technical supervision, leadership, and guidance to all Contractor staff assigned to the BOSS.
  • Manage projects through the full systems development life cycle (SDLC), ensuring high-quality deliverables that meet HUD OIG standards.
  • Oversee enterprise-wide network engineering efforts, ensuring optimal performance, security, and compliance.
  • Lead strategic information planning and business process analysis to drive      operational improvements.
  • Implement structured program management practices in line with HUD OIG objectives.
  • Identify, assess, and mitigate program risks, proactively addressing issues to minimize impact.
  • Control and monitor program costs, schedules, and performance metrics.
  • Provide regular briefings and written status reports to HUD OIG leadership.


Requirements:

Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or related field from an accredited institution.


Minimum Experience:

8–10 years of program management experience, including supervisory roles). 

Demonstrated experience in BOSS operations centers-related projects or large-scale IT infrastructure programs supporting Federal agencies. 

Strong background in enterprise-wide network engineering, strategic information planning, business process analysis, and SDLC methodologies. 

Proven ability to manage cost, schedule, and performance in a complex Federal environment.


Certifications:

Project Management Professional (PMP) from the Project Management Institute (PMI) or equivalent certification required at the time of assignment.


Special Requirements:

  • Ability to work in a fast-paced, high-visibility environment supporting the HUD OIG mission.
  • Excellent written and verbal communication skills to effectively interface with senior HUD OIG and Government officials.

Business Technology Integrators (BTI), a Service Disabled Veteran Owned Small Business with over 25 years of experience delivering innovative IT Solutions to the Federal Government, is seeking a Sr. Cybersecurity Engineer in support of HUD OIG (Business Operations Support Services) in Washington DC
 

Position Overview

The Senior Cybersecurity Engineer will serve as the single security lead responsible for cybersecurity oversight across all HUD OIG BOSS sites. This position requires extensive IT and cybersecurity expertise, covering both end-user systems and enterprise-level network infrastructures.
 

The Senior Cybersecurity Engineer will design, implement, and maintain systems that comply with HUD OIG’s cybersecurity guidelines, federal regulations, and industry best practices. This role will also lead efforts to monitor, detect, analyze, mitigate, and respond to cybersecurity incidents while ensuring operational continuity and compliance.


Key Responsibilities

  • Serve as the primary cybersecurity lead for all HUD OIG BOSS program sites.
  • Oversee all aspects of cybersecurity operations for enterprise and end-user environments.
  • Design and implement secure systems in alignment with HUD OIG cybersecurity policies, guidelines, and federal regulations (e.g., FISMA, NIST).
  • Lead and support technical efforts to monitor, correlate, and analyze security events across multiple systems.
  • Identify, assess, and mitigate security risks and vulnerabilities in a proactive manner.
  • Manage incident response activities, including detection, analysis, containment, eradication, and recovery.
  • Track and report on security incidents and maintain detailed documentation.
  • Support security audits, compliance reviews, and vulnerability assessments.
  • Collaborate with HUD OIG leadership and other technical teams to maintain a strong security posture.
  • Provide guidance, mentorship, and technical oversight to other cybersecurity staff as needed.


Minimum Education

Bachelor’s degree in Computer Science, Information Systems, Engineering, Cybersecurity, or related field from an accredited institution.


Minimum Experience

8–10 years of cybersecurity experience, including enterprise-level systems engineering and security architecture. 

Extensive knowledge of cybersecurity frameworks, tools, and best practices. 

Proven expertise in enterprise network security design and implementation. 

Experience in incident monitoring, correlation, analysis, and response. 

Familiarity with federal cybersecurity compliance standards such as FISMA, NIST 800-53, FedRAMP, and OMB A-130.


Certifications

Certified Information Systems Security Professional (CISSP) required within 120 days of onboarding. Additional relevant certifications (e.g., CEH, CISM, CompTIA Security+) are preferred.


Special Requirements:

  • Ability to work in a high-visibility, mission-critical federal environment. 
  • Strong communication skills for interaction with senior HUD OIG and Government stakeholders.
  • Ability to analyze complex security data and recommend actionable solutions.
  • Demonstrated leadership in enterprise-wide cybersecurity programs.


Business Technology Integrators (BTI), A Service -Disable Veteran Owned Small Business with over 25 years of experience delivering innovative IT Solutions to the Federal Government, is seeking a IT Service Desk Manager in support of HUD OIG (Business Operations Support Services) in Washington DC.
 

Position Summary

The IT Service Desk Manager is responsible for managing and overseeing all aspects of the IT service desk supporting HUD OIG’s BOSS program. This role ensures delivery of high-quality IT support, establishes service level standards, and monitors operational metrics to enhance service delivery. The manager aligns service desk activities with organizational objectives, oversees procedures and policies that reflect industry best practices, and ensures customer satisfaction and operational excellence.


This position requires strong leadership skills, deep knowledge of IT service desk operations, and the ability to work in a federal government environment.

  

Key Responsibilities

Service Desk Operations

  • Oversee daily operations of the IT service desk, ensuring all incidents and      service requests are logged, tracked, and resolved efficiently.
  • Develop, implement, and maintain Service Level Agreements (SLAs) focusing on  response times, resolution times, and customer satisfaction.
  • Establish  procedures and workflows to deliver consistent, high-quality IT support aligned with HUD OIG BOSS requirements.

Performance Monitoring & Reporting

  • Implement systems to capture and report service metrics, including trends in product or service issues and customer feedback.
  • Analyze data to identify recurring issues and recommend process improvements.
  • Prepare and present regular reports to HUD OIG leadership on service desk      performance and SLA compliance.

Team Leadership & Development

  • Lead, mentor, and manage a team of service desk professionals, fostering a culture of accountability, professionalism, and customer service excellence.
  • Conduct performance evaluations and develop individual growth plans for team members.
  • Provide training and guidance to enhance technical skills and customer interaction capabilities.

Strategic Alignment & Continuous Improvement

  • Align service desk strategies with HUD OIG’s IT objectives and federal IT standards.
  • Develop budgets, functional strategies, and operational guidelines for the service desk sub-function.
  • Drive continuous improvement initiatives, including process optimization,      automation, and adoption of best practices.
  • Coordinate with other IT teams to ensure effective incident escalation, root cause analysis, and change management.

  

Qualifications & Requirements

  • Education: Bachelor’s degree in Information Technology, Computer Science, Business Administration, or related field, or equivalent experience.
  • Experience: Minimum of 5+ years of managerial experience in IT service desk or technical support operations. Federal IT or government contract experience preferred.
  • Knowledge & Skills:
    • Deep understanding of IT service desk operations and ITIL frameworks.
    • Strong knowledge of the broader IT department functions and interdependencies.
    • Experience with ITSM tools (e.g., ServiceNow, Remedy).
    • Strong leadership, communication, problem-solving, and analytical skills.
    • Ability to develop budgets, guidelines, and procedures for a sub-function.

      

Security & Clearance Requirements

 Business Technology Integrators (BTI), A Service -Disable Veteran Owned Small Business with over 25 years of experience delivering innovative IT Solutions to the Federal Government, is seeking a Development Project Manager in support of HUD OIG (Business Operations Support Services) in Washington DC.


Position Overview

The Development Project Manager will serve as the primary leader overseeing ServiceNow system administration, configuration, and development for the U.S. Department of Housing and Urban Development (HUD) Office of Inspector General (OIG) BOSS program. This role requires a Certified ServiceNow System Administrator with demonstrated expertise in managing, maintaining, and enhancing the ServiceNow platform, as well as ensuring its optimal alignment with organizational objectives.


The ideal candidate will possess strong project management skills, deep technical proficiency in ServiceNow, and extensive experience with IT systems analysis, design, and integration. This individual will be adept at translating complex business requirements into technical solutions, managing development projects from inception through delivery, and ensuring compliance with industry best practices.

    • Provide subject matter expertise (SME) and mastery in ServiceNow System Administration.
    • Configure, implement, and maintain the ServiceNow system in accordance with organizational requirements.
    • Manage integrations with other enterprise systems, ensuring seamless data flow and operational efficiency.
    • Troubleshoot, optimize, and upgrade ServiceNow applications and modules.
  • Project Management
    • Plan, coordinate, and oversee all phases of ServiceNow-related development projects, including scope, timelines, deliverables, and resources.
    • Lead cross-functional teams, ensuring collaboration between technical and business stakeholders.
    • Monitor project risks, issues, and dependencies; develop mitigation and       contingency strategies.
    • Ensure projects are delivered on time, within scope, and within budget.
  • Systems Analysis & Design
    • Apply structured analysis and design methodologies to translate business needs into system requirements.

    • Facilitate requirement-gathering sessions, solution demonstrations, and system training for end-users.
    • Document technical specifications, workflows, and operational procedures.

      

Required Qualifications

  • Current ServiceNow Certified System Administrator certification (must be active).
  • Extensive IT experience in analysis, design, and integration of information systems and COTS (Commercial Off-the-Shelf) software.
  • Proven track record in structured analysis and design methodologies.
  • Strong understanding of system configuration, implementation, and maintenance best practices.
  • Demonstrated ability to evaluate cost factors, risks, and technical feasibility for projects.
  • Excellent communication, leadership, and stakeholder management skills.
  • Experience in federal government projects is highly desirable.

  

Preferred Qualifications

  • Additional ServiceNow certifications (e.g., Application Developer, ITSM      Implementation Specialist).
  • Project Management Professional (PMP) or equivalent certification.
  • Experience working in HUD or other federal OIG environments.
  • Familiarity with Agile/Scrum methodologies.

  

  


Business Technology Integrators (BTI) is searching for a Senior Network Technician in support of our recently awarded contract in support of the Department of State.


Our position requires extensive international travel to various US embassies and consulates around the world providing Wi-Fi Survey and Wi-Fi Installation services, including:

  • Overseeing, monitoring, and responding to complex hardware, software, and network problems using a variety of hardware and software testing tools and techniques. 
  • Providing a primary interface with contractor’s technical support groups or provides internal analysis and support to ensure appropriate notification during outages or periods of degraded system performance. 
  • Providing LAN server support. Requires extensive knowledge of PC/LAN communications hardware and software in multi-protocol environment and network management software. 
  • May function as task lead providing guidance and training for less experienced technicians.
  • Active Security Clearance is required.
  • RCCD and/or BICSI Certifications preferred, but not required.

Min Experience: 7


Business Technology Integrators (BTI) is searching for multiple Cable Installers/Technicians in support of our recently awarded contract in support of the Department of State.

Our position requires extensive international travel to various US embassies and consulates around the world providing Wi-Fi Survey and Wi-Fi Installation services, including:

  • Overseeing and installing telephone, coaxial, and fiber optic cables, including vertical and horizontal cable pairs to the desktop. 
  • Locating and diagnosing signal transmission defects using various test equipment and visual inspection. 
  • Using tools and related test equipment, ground power equipment, and pressure equipment. 
  • Prepares necessary reports. Communicates directly with technical and management personnel.

Min Education: High school 

Min Experience: 6
 

RCCD and/or BICSI Certifications preferred, but not required.

Active Security Clearance required.
