1 Source Consulting, Inc. (1Source) has an ongoing story, and the journey continues as we transition to a new brand, a new identity, and a bright future as Business Technology Integrators (BTI). With a story like few others…from its humble beginnings in a basement in suburban Washington, D.C. in 1999 to being awarded the largest contract ever awarded to a minority-owned business in support of the United States Government just a few short years later, 1Source has been a force to be reckoned with throughout its near twenty-five-year history.
With a mission to “Create Synergy between Business and Technology”, 1Source operated with a business-centric customer approach, focused on aligning business requirements with innovative technology solutions. Following these guidelines, 1Source was fortunate enough to have supported many federal agencies, including the Departments of Energy, Defense, Treasury, and Transportation. Having a broad customer base allowed us to create an incredible library of past performance and remain a leader within the Information Technology industry.
Our approach has been predicated on partnering with our customers to garner a comprehensive understanding of all aspects of their mission requirements and operational needs. 1Source’s innovative technology solutions are the direct result of determining how to automate business processes and improve the overall reliability and accuracy of data.
Establishing a business under the SBA 8(a) Business Development program is not for the faint of heart. And leaving the protection of this program to enter the full and open marketplace is a challenge for any small business, a challenge that many do not survive. However, the strength and perseverance of the 1Source executive leadership and its supporting team members were able to navigate down an uncharted path of recertifying as a small business under the U.S. Small Business Administration. This initial rebirth brought about a rejuvenation of the company, allowing 1Source to refocus its energies on the spirit in which the company was established.
As the President and Chief Executive Officer of BTI, William R. Teel, Jr., is responsible for the overall executive leadership of the company, including responsibility for business affairs, corporate strategic planning, and mission success.
As a native of Anacostia in Southeast Washington, D.C., William was the first in his family to graduate from college. Despite challenging beginnings, he went on to earn an R.O.T.C. commission to Second Lieutenant from the U.S. Army and later two Master's degrees, including an M.B.A. from Johns Hopkins University and a Master's in Information Technology from Bowie State University.
William’s vision was to build a strategic information technology and management firm that could deliver effectively on the promise of great IT services to U.S. government clients. His outstanding leadership and many years of federal, commercial, and non-profit experience drove his passion to make BTI a company that delivers excellence on all levels – to clients, to employees, to the community, and ultimately to the American people.
Throughout his successful career, William has never his forgotten humble beginnings. He has emphasized personal and corporate philanthropy, making significant contributions to charitable causes and always looking for new opportunities to make a positive difference in the community.
Kimberly Logan, a graduate of the renowned HBCU Bowie State University with a Master’s degree in Administrative Management, brings over 25 years of extensive expertise in Corporate Strategy, Quality and Compliance, and Operations Management. She is a trusted business partner dedicated to driving growth and operational excellence. Esteemed for exceptional communication skills and strategic wisdom, Kimberly collaborates with the Executive Management Team to develop and implement bold business plans, swiftly addressing emerging needs to exceed profitability targets, and has earned the trust and confidence of colleagues at all organizational levels.
Kimberly oversees BTI Corporate Operations, providing leadership and management for a talented workforce tasked with driving Strategic Operations and Performance Management, to include contract management, performance and reporting. Her role is crucial in defining and ensuring consistency in processes, governance, and strategic initiatives. She is deeply involved in financial management, participating in budgeting and resource allocation to control costs and maximize profitability. Through continuous improvement initiatives, Kimberly drives operational efficiency and quality, ensuring that all aspects of the business run smoothly and align with the company’s goals. As an active participant in Business Development, Kimberly champions quality in high-stakes proposal efforts, ensuring a competitive edge. By securing new contracts and identifying growth opportunities, Kimberly has significantly contributed to the company's expansion and profitability. Her ability to build strong relationships with clients and stakeholders has been instrumental in maintaining and nurturing business relationships.

Diane Jeffers is a seasoned executive with over 25 years of experience in the field of administration, currently serving as the Vice President of Administration at Business Technology Integrators (BTI). With a background in Human Resources, she has a track record of fostering strong, collaborative teams and contributing to the success of organizations through her leadership and strategic vision.
Diane holds a Bachelor of Science degree from Frostburg State University and began her career in Human Resources at Science Applications International Corporation (SAIC), later moving to Maden Technologies. She joined BTI in 2007, where her leadership skills played a key role in the company’s growth. After a brief period away from BTI to support other government contracting firms, Diane returned in 2018, bringing valuable industry experience and knowledge.
Throughout her career, Diane has developed a well-rounded understanding of business operations, particularly in administrative functions. Her expertise spans Human Resources Management, Facilities, Security, Quality, and Infrastructure Administration, areas she oversees in her current role. Known for her analytical skills, Diane is adept at managing complex organizational initiatives while maintaining a calm and confident demeanor under pressure. She is widely respected for her integrity and ability to handle sensitive issues, including employee relations and compliance matters.
Diane's strategic approach to leadership and organizational development continues to be integral to BTI’s success. She is deeply committed to service and growth, and her efforts help drive BTI’s continued excellence at every level.
As originally awarded in 2012, BTI supported the Alcohol and Tobacco Tax Trade Bureau (TTB), Department of Treasury under Special Item Number (SIN) 54151S (formerly 132 51) IT Professional Services. Valued at more than $78M, BTI was responsible for conducting IT operations, enterprise-wide network, infrastructure, IT strategic planning, and enterprise architecture support services for thousands of users across the United States (U.S). With almost analogous operating requirements goals, BTI has taken the best step forward with a clear understanding of requirements and support solicitation, experience with similarly complex requirements and functions, agile communication, and records management for optimal Program Management Office (PMO) support, and aggressive staffing & retention packages.
BTI provided program management support with a combination of proven, repeatable business process and customer interaction management tools that provide comprehensive program oversight. We applied ISO Standards for Quality Management, CMMI Maturity Level 3-appraised processes for Systems Development and Engineering, ITIL v4 for Service Delivery and Management, ISO 270001 certified Information Security Management Standard, and Project Management Body of Knowledge (PMBOK) 4th Edition for Project Management and Control to ensure rigorous, repeatable control policies and procedures that promoted efficiency, lowered cost, reduced risk, maximized project success, and afforded early visibility into project progress and health.
This comprehensive toolset enabled efficient, well-managed performance and continuous improvement. It also provided a repository for all task order performance data and documentation. As our foundation is deeply embedded at DOE, we were awarded the prestigious agency wide $1.4 Billion Contract as a Prime Contractor for the DOE A76 HQ contract that included support at most DOE Program Offices, National Laboratories, and Field sites with a significant amount of the work performed at NNSA HQ.
